Each and every seller of electricity, metered or bottled gas (natural, liquefied petroleum
gas or manufactured), and local telephone service in the city shall keep complete
records showing all purchasers in the city of such commodities or utility services,
which records shall show the price charged upon each sale, the date thereof, and the
date of payment thereof, and such records shall be kept open for inspection by the
city auditor, clerk, mayor or any duly authorized agent of the city during business
hours on all business days, and the city officials and duly authorized agents of the
city, and each of them, shall have the right, power and authority to make such transcripts
thereof during said times as they, or either of them, may desire.
