§ 10-31. Definitions.

  • The following words, terms and phrases, when used in this article, shall have the meanings ascribed to them in this section, except where the context clearly indicates a different meaning:

    Direct control means immediate, continuous physical control of the dog at all times, such as by means of leash, cord or chain of sufficient strength to restrain the dog. For specially trained dogs which immediately respond to such commands, direct control also includes oral control if the controlling person is at all times clearly and fully within unobstructed sight and hearing of the dog, but in no case to exceed 100 feet.

    Owner means any person owning, harboring, keeping or having custody or control of any dog.
